Sunrise is the moment when the upper edge of the rising sun appears to be right at the horizon assuming an unobstructed view. That includes the effect of refraction of the sunlight by the atmosphere, which averages about 34 arcminutes. Atmospheric conditions in the sunlight's path to the observer can cause sunrise times to vary by over a minute due to the amount of refraction. At higher latitudes the variation can be many minutes due to the smaller angle between the horizon and the sun's apparent path. For the purpose of calculations, scientists define sunrise to be when the center of the sun is 90.83333° below the observer's zenith. The extra 0.83333°, or 50 arcminutes, accounts for the 34-arcminute average refraction and the 16-arcminute apparent radius of the sun.

The moment of sunrise is when the top edge of the sun first appears above the horizon. This usually happens in the early morning, before the sun fully rises into the sky.

How can it be sunrise and sunset at the same moment?

For two antipodal locations (on opposite sides of the Earth) it will be sunrise for one when it is sunset for the other. Also, on the winter solstice, areas very near the North Pole or South Pole may experience a "day" of only a few minutes length, with sunrise quickly becoming sunset and the Sun never leaving the horizon. At the Poles themselves, the period from sunrise to sunset, and sunset to sunrise, is 6 full months.

At what time of night are we no longer moving away from the sun anymore and are now moving towards it The sun sets because we are moving away from it. When are we moving toward sunrise?

That's exactly the nominal meaning of "midnight" on the clock, but it can't be exactly 12:00 everywhere in the time zone, or every night of the year. If you want that time more accurately, probably the best way to do it is to look on the weather page of your local newspaper, find the times of local sunset and sunrise on the night you're interested in, and simply figure out the time that'll be exactly midway between sunset and sunrise.
