That's exactly the nominal meaning of "midnight" on the clock, but it can't be exactly 12:00 everywhere in the time zone, or every night of the year. If you want that time more accurately, probably the best way to do it is to look on the weather page of your local newspaper, find the times of local sunset and sunrise on the night you're interested in, and simply figure out the time that'll be exactly midway between sunset and sunrise.
