This weather phenomenon is called a "monsoon." Monsoons typically occur in tropical regions, bringing intense rainfall during the wet season and can result in flooding due to the heavy precipitation.
The wet side of a hurricane is the side where the most intense rainfall and strongest winds occur. This side is typically to the right of the storm's direction of movement in the Northern Hemisphere. Winds on the wet side of a hurricane blow from the ocean towards the land, bringing with them moisture that leads to heavy rainfall.

The flooding in Rockhampton was primarily the result of Cyclone Tasha, which crossed the coast near Cairns. Although only a category 1 cyclone, Tasha unleashed an enormous amount of rainfall right down to central Queensland. The Fitzroy River, which flows through Rockhampton, has a long history of flooding. It has one of the largest catchment areas in Queensland, so a large amount of the rainfall fell directly into the catchment that feeds the Fitzroy. Really, the main reason why the 2010-2011 floods happened in Rockhampton was, quite simply, because of the unusual amount of rain. Australia spends many years in drought, often caused by the El Niño effect. When an El Niño occurs, changes in sea surface temperatures cause a shift in air pressure which, in turn, can result in climatic anomalies, such as severe droughts in Australia. These years are punctuated by years of normal rainfall, but occasionally, Australia gets the opposite to an El Niño, which is La Niña. This means that weather conditions are in reverse to those seen during El Niño, and Australia experiences far more rain than usual. Australia has been coming out of an El Niño for some time, which means that many parts of Australia have seen gradually increasing rainfall. Queensland already experienced flooding in early 2009, and higher than normal rainfall in 2010, increasing towards the end of the year. By then, the ground was simply too saturated to hold any more water. Add to that the effects of the cyclone which crossed the north Queensland coast at Christmas time, bringing excessive rainfall to north and central Queensland, and the ground was waterlogged.

A situation where a relatively light rain could cause flooding is when the ground is already saturated from previous heavy rainfall or when the area has poor drainage systems. In these cases, even a light rain can quickly overwhelm the soil's ability to absorb more water, leading to surface runoff and potential flooding. Topography that funnels water towards low-lying areas can also exacerbate flooding with light rain.

Monsoon winds blow northwards in summer due to the intense heating of the Indian subcontinent, which creates a low-pressure area that draws moist air from the Indian Ocean. This results in the southwest monsoon bringing rainfall to the region. Conversely, in winter, the land cools rapidly, leading to the formation of high-pressure areas over the continent. Consequently, winds blow southwards from this high-pressure zone towards the lower pressure over the ocean, resulting in the northeast monsoon.
Indonesia is not in a continent, it is an archipelago of islands off the south east tip of Asia stretching out towards Australia and New Guinea.
