It's the fuel pump - it cuts out after a few seconds when the fuel pressure at the injectors has reached the right level. It will come on again when you press the gas pedal and fuel is fed into the injectors. The Rodeo early fuel pumps are noisy and get noisier as they wear out.

With just that to go on I would say that your clutch release bearing is going bad especially if the noise quits when you put pressure on the clutch
Replace the relay! When it makes the noise it has a loose connection. When you tap it, you temporarily knock the loose connection into place. It makes contact. It soon gets out of place and disconnects your circuit or causes a short. Stop messing around. Replace the broken part. It is 15 years old. Mechanical parts wear out and break.

If you are saying the engine starts and runs for 15 seconds and dies and then starts again for another 15 seconds and dies . . . the distributor seems to be doing its job. You might want to check if there is a fuel restriction somewhere (filter or pump).
