No. in 1961 the comet was way out in the solar system, the recent close approaches were in 1910 and 1986 - non of there were as close as 10 miles from the nucleus, although Earth did pass through the comets tail in 1910.

We don't have a clue. That's why we do research; to learn things that we didn't know. We usually don't know what the result will be before we look. And predicting comet appearances is tough! We _expect_ that people will have a much better view of Halley's Comet next time, because the last pass was on the other side of the solar system from Earth; next time it ought to be closer.
