No information has been released about Halo 3 on PC. Bungie (The Developers) have denied it would ever be on PC.
If it ever is released, it will probably be in a few years.

Yes. Bungie has announced there will be another "Halo" game, but the name has changed. It was originally "Halo 3 : Recon". The new name is going to be "Halo 3 ODST" (Orbital Drop Shock Trooper) and it will come out sometime in the "fall" of 2009.
