You can only get Jirachi at special events but there is an event going on at Toys`R'Us and big W to get jirachi (Adelaide June 1st-13th 2010)

No, they are all lies. The official way to get Deoxys is via Birth Island which is only on Pokemon FireRed, LeafGreen and Emerald. Jirachi can transferred from Pokemon Colosseum. The only other official way is from the Nintendo Events, which have all expired. Lastly, you either trade from someone who has the Pokemon you want or use a cheating device.
If there is a event going on that gives out Jirachi no you don't need any money to get it all you need is a wireless adapter for your GBA and Mystery gift.
