Blizzard Entertainment recently announced that Cataclysm will be released on December 7th, 2010. There will be at least two major patches leading up to the Cataclysm release. Patch 4.01 will release the talent, spell and UI changes, along with the Guild UI changes. Another patch will be released just prior to Cataclysm launch containing the changes to the world, along with the ability to start goblins and worgen.
Note: you will still need to upgrade to cataclysm when it launches to play the new races, the patch will just give ya a little taste.

World of Warcraft: Cataclysm was officially released on December 07, 2010.
Yes. You have to have the first WoW and all the expansions leading up to Cataclysm. You don't need to buy The Burning Crusade anymore because it comes with the first WoW, but you do have to buy: Wrath of the Lich King and then you can buy World of Warcraft: Cataclysm
There is no world of warcraft 3. There is world of warcraft, and warcraft 3. Unless you want to refer to Cataclysm. If so then no, you'd fail.
Playing Cataclysm requires you to already have installed World of Warcraft, as well as the Burning Crusade and Wrath of the Lich King expansion packs.
