Unfortunately, a Felony, in the US, is never TRULY consumated. You will have paid your debt to society, once your fines, probation period and any incarceration time, are completed. BUT, you will always have the stigma hover over you, for being a "felon"; that will be there until the day you die OR move from the US. But even then, the US government shares ALL information to any person or entity desiring your records.
