Wrong first of all its not river birch its ribber birch, and its best to prune them in late spring or early summer, this is when the tree is most active, and can heal the best. any dead branches need to removed, young "suckers"(which grow closer to the trunk of the tree) need to be removed according to how big you would like the tree to grow and what shape and look you would like it to have. Ribber birches need to be trimmed every 1-2 yrs and should only be trimmed by a licensed arborist, DO NOT try and trim it yourself these trees are very sensitive and f you wound them to badly the try WILL die.
