When is gard drive speed important?

Almost All the time.

It can be alleviated a bit if you have large amounts of RAM (Random Access Memory),

and if there is a good hard-drive "Cache" for reads on writes on the hard drive itself.

Also, degragmentation and other maintenance (appropriate filesystems) play a little role in

performance, but yes, you asked a good question, and a faster HDD makes for

faster experience. Also, look up RAID and SSD for more information.
