Hydroelectricity is just ordinary electricity that has been generated by falling water, usually in a great dam. The electricity is fed into the grid and it goes all over the country into people's homes.
Hydroelectric power is generated only where there are suitable rivers and rainfall. A dam has to be built which will flood large areas of land, which might have had farms and villages on it.
So it is already "easily accessible to the public" if you live near a hydroelectric dam.
