Never is too late.
Late afternoon. You want to wear something dressy, but not evening wear. It is too early in the day for evening, but late in the afternoon for morning.
You can MAYBE invite someone else if it isn't too late! And if too late, just ask that person that didn't/wasn't going to show up to give you an earlier notice than what they did.

You don't want to send them out too early because people will forget that they have a wedding to show up to however you don't want to send them out too late in case people have already made plans.
The word late is an adverb, but it is the object of the participle "arriving" and the participial phrase "arriving late" is the object of the sentence (what I hate).
