This all depends on which enemy (regular or boss) and what weapon.
It is often good to use a special attack at the start of a fight - so that you don't "waste" the power you get from it recharging.
If the monster has a long respawn time it may be good to spec at the end of the kill to use up your bar and finish it off quickly - seeing as long spawns mean a full bar at the start of the next kill.
If you are being crashed by another team - save your specs and use at the start of the kill to get your team to hit max damage possible.
