One thing is for sure, you'll have a difficult time changing it yourself. It looks easy but the installed/old filter has a coupling on it that needs to be removed with a special tool. You will get on side off but the other will be a doozie and you run the risk of the auto store giving you the wrong one. I would definetly take it to a mechanic and let him wrestle with it, if he breaks it, its on him! You can't just tell by looking. If you are having idleing problems or even more evident, seemingly low HP at highway acceleration speeds, ie-passing, then chances are you could benefit by replacing the fuel filter. Annually is a good minimum length of time to change the filter. If you can blow through the filter with little resistance its probably fine but if you encounter medium resistance you might as well change it. it's not really a big job.
