You can't, PSPs are region locked, and the region is hard coded into the PSP itself. You'd need a console from a compatible region, and even then it might still lock you out if it determines your connection is coming from an incompatible region.

No, you just connect your psp to PC via usb. and you copy and paste the music into the music folder on the psp.
You have to make a music folder inside the PSP folder, name it MUSIC. Then copy your music data from the PC and you get music inside your PSP. This works with my ps3 Move.
I think the psp supports mp3s and wmas, just put your music in the psp/music folder on your memory stick
