The games are opened when the servers are loaded with the new code for the Island Map. Depending on where you live in the world, it could be anywhere from 7 AM to 7 PM on the release day. It happens at several different times that are hours apart, and it has never happened consistently for any of the 16 islands.
For the US, it has varied as widely as 7 AM to 1 PM.
