Private citizens are already allowed to own firearms. There are some limitations and they vary from state to state, even county to county. But in general there are very few places where you are not allowed to have a firearm in America.
The state is allowed to execute someone if that state is among those who have voted for the death penalty. There arer 35 states that allow it, although some haven't used it in a long time.

PA. law prohibits tattooing a minor under the age of 18 without the written consent of the parent or guardian. The state does not issue tattoo licence. Some municipalities may have laws regarding tattooing however.

Double parking is almost never allowed, except in some circumstances when signs posted specifically allow it for short periods. Even a delivery driver that does it all the time does not make it legal. It may be allowed in some emergencies as outlined in the State Vehicle Code in your state. Because I am an ignorant American who knows no law other then American law and some Canadian law, I will act as if you are in America. Yes, you are allowed to assault if you are attacked. In some cases, you are allowed to kill the person.
