The Monarch (Queen) cannot enter the House of Commons, but she is free to sit in on the business of the House of Lords.

Although she does not do so, except for the State Opening of Parliament, to keep herself as Head of State separate, independent and neutral from the government.

No reigning British Monarch has been allowed to enter the House of Commons since 1642, when King Charles I attempted to arrest 5 Member of Parliament. The Monarch conducts the state opening of parliament from the House of Lords by asking the Black Rod to summon Members of Parliament to enter the House of Lords.
