No, Boogeyman did not compete in WWE in 2011, he did however make his return in December of 2012 at the Slammy Awards. Following the appearance on the Slammy Awards, Boogeyman, whose real name is Marty Wright, tweeted confirming that he would be returning to WWE.

I'm not too sure, recently he returned to appear at the Slammy Awards (2012) as 'The Boogeyman', however, this does not mean that he has returned or he is signed (or re-signed) to WWE. Since he left the WWE he has been wrestling on a few independent circuits, I would imagine if he was still signed to WWE he wouldn't be allowed to do this. Personally, I think that he is no longer signed to the WWE label.
