Some very old designs might be, but modern designs have many safety features which prevent any danger. New pools usually use a doulbe drain system so that if on drain is blocked (say by a child's body) the other drain can still work fine which prevents the child from becoming stuck. Many drains are also covered by a grate which is designed to prevent a sucktion seal from forming against anything that blocks the drain.
A drained swimming pool will be more dangerous to anyone who could fall into the pit. The pool will need fencing around it that is sturdy and anti-tamper proof. What are your plans for rain water when it fills during a storm? What are your plans for when you have a lot of rain and the water table surrounding the pool rises enough to make the pool float out of the ground????

The pool was built in the 30's on the coast and they used to pump sea water into it once a week and drain it to the ocean. I have drained pools by siphoning but you need enough grade to do this or a hillside behind the pool with a long enough hose to prevent soil erosion. You're better off renting a submersible pump.

you could drain the pool, but if you don't want to drain your pool, you could get a pool skimmer and get all of the leaches out of your pool and then carry the leaches to a near by sewer, or a murky pond/lake/river.
If its not connected through the skimmer I imagine it's there to empty it. hmmm, on the above. The main drain in pools is for circulating the lower part of the pool and is not intended to drain the pool as in a bath tub.
No they are not dangerous at all. Pool lounge chairs are for lounging around the pool and unless someone pushes you in or makes it into a dangerous situation, you should have no problem.

I don't know about your pool I do know however that most pool don't have a way out for the water other then through the static skimmer. and people often mistake the hydrostatic valve at the bottom of the pool as the pool drain
