Eastern Standard Time, the time zone that includes Washington, D.C. in January, is assumed but not specified. 20 January is 17 days after the terms of U.S. Representatives and U.S. Senators begin and 14 days after the official counting of the electoral votes in front of a joint session of Congress. Until 1933, when the 20th Amendment was ratified, Presidents, Vice Presidents, Representatives and Senators all began their terms on the 4th of March.
When the U.S. presidency is vacated due to death, resignation or removal from office, the presidential oath of office is administered to the U.S. Vice President as soon as possible.
