Germany is closer to 15° east longitude, where the mean solar noon is 1 PM (13:00) UTC, than it is to 0° longitude (where the mean solar noon is... uh... noon (12:00) UTC). ;) Now if somebody could explain why Spain, most of which is west of the prime meridian, is an hour ahead of England, I would greatly appreciate it.

An Anti-Meridian is a meridian opposite any given meridian of longitude.Specifically the Anti-Meridian is the 180th meridian. That is the meridian opposite of the Prime Meridian. The term Anti-Meridian is sometimes confused with Ante Meridiem.Ante Meridiem is latin for before noon. Usually shown in English as "a.m.". Similarly, post meridiem, after noon, is shown in English as "p.m.".
70W is 180 degrees away from 110E, so if it's noon at 70W, it's midnight at 110E.
noon
Both refer to a line of longitude. The word "meridian" means midway, indicating that noon (local time) is halfway between sunrise and sunset.
No. The "Prime Meridian" (Greenwich Meridian) is 0° longitude and runs through Greenwich, England, western Europe, and Africa. The International Date Line is on the other side of the world, at 180° longitude (east or west is the same line), and marks the start of each new calendar day. It is midnight at the Date line when it is noon at the prime Meridian. The actual line has detours to accommodate Russia, the Aleutians, and New Zealand.
as all the places on the same longitude have their noon at the same time
118 degrees 15' W
No. Solar Noon is dependent on longitude. So if two places experience solar noon (also called Local Apparent Noon) at the same time, they are at the same longitude. If "they" also have the same latitude, then it's only one place. So two different places at the same latitude cannot have the same longitude, so they won't have LAN at the same time.
If you're wondering at what longitude it was local noon at the time of 2012's June solstice, it was 167.0375° west longitude, which intersects the Tropic of Cancer in the Pacific Ocean between Hawaii and Midway.
