I believe the vision should ALWAYS come first. The "vision statement" is a statement of what the organization's leaders want the future to look like as a result of the work they do. The "mission statemetn" is a clear, easily-understood statement of what the organization actually does. How can you decide what your organization is going to do BEFORE you know what you want the future to look like?
