In my experience as a barista, you want the hottest water you can attain, for me that was usually *almost* boiling. After that, once all the grounds are soaked through, wait about 1-2 minutes, plunge, and serve. If the coffee stays with the grounds in the plunger much longer, the taste will be affected, making it more astringent, and generally unpleasant.
