heat is needed. heat comes in the form of kinetic energy(moving around). when the particles in a solid, i.e an ice cube, get kinetic energy, they begin to move and free themselves from one another, separate and form a into new state of matter, in this case water. If the water is heated further, the molecules separate even more to form water vapour. btw you spelt liquid wrong and the question doesnt really make that much sense, but I hope my answer has helped x
