Physical, mixtures just means that if you take a sample of the mixed product, you'd still have the individual components. so i think its a chemical change because when mixing all these ingreedients together, one substance is being dissolved into another, which the property of solubility. Since solubility is a chemical propery then i would assume chemical. Also a physical property is a reverible change such as ice melting or water freezing, once vanilla and sugar are mixed together, then i dont think that you can separate them again therefore it couldn't be a physcial property.
