Life jackets on a boat will weather with age being subjected to the elements of being outdoors, getting wet from water sprays and just general aging process.
Inflatable bests have a canister that is used to auto inflate. These canisters only last 1 to 3 years and have to be replaced.
Foam vests will not lose their buoyancy but the material (cloth) can rot with age and from normal wear and tear. Children will be wearing these life jackets when they are on the boat so normal wear and tear will happen.
A lifejacket should be worn whenever you are on deck. The jacket can be discarded when below deck or in the bottom of the boat and the weather is calm. A damaged or worn lifejacket (usually the straps have become frayed) should be replaced before going back on the sea or inland water. It is all a matter of using common sense.
