I will try my hardest to answer this question because i have just done a question like this in my GCSEs.

Because tap water is not as strong as salt water the nails coating (or outside) reacts slower. But because salt water is stronger and contains more density, it takes away more coating (or outside) quicker, as the nail reacts.
