Never use a solvent sealer inside a building or home. The high VOC's (volatile organic compounds) they offgass can be toxic to breath for many months after applying. The safe alternative are water-based sealers. Water-based sealers (water being the liquid carrier for the solid content) come in a variety of types: siliconate, silicate, acrylic, urethane, polyurethane, silicone, silane, siloxane and polyester (see related link below for more info on this product). Some of these are penetrating sealers and others are topical.
You shouldn't. Primers are made to adhere to a surface and/or bind loose particles. Interior paint, and some exterior paints for that matter, could easily become detached from wood and stucco over time and won't hold back tannin stains on wood. If you are painting over a clean, sound surface that's over a month old, then you can get away with using two coats of 100% acrylic exterior paint.
If you need a Commercial sealer you need to decide what you want to seal. If you want to do Liquid you need an In chamber Vacuum Machine. If you just want to do meat with a little marinade you can use an out of Chamber machine. Go to any Restaurant Suply store and ask for a Vollrath Vacuum Machine.
I've been researching this a bit and there are various ways. The simplest seems to be a 50-50 mix of PVA or wood glue and water. Alternatively, you can buy specialist sealers (but they're probably quite expensive) and car primer is meant to work well too.

Yes, sealers do work. I used a sealer on a 1998 Mazda 626 and the ac has been fine for the last 3 years. The sealers only work though if the leaks are tiny.
First you would want to categorize concrete sealers into A. Penetrating Sealers and B. Membrane or Topical Sealers. A. Penetrating sealer types include silicate, siliconate, siloxane, silane as well as polyester sealants and are normally water-based.
