When you finish a TIP mission you should let your TIP supervisor know by leaving them a message. Your supervisor will then review your mission to make sure you have carried it out correctly. They will then assign you your next mission.
At the "free mission" screen, (any difficulty, it doesn't matter) you need to complete all the missions. When that's done, the "SP" mission should have a little dash in the box select it and play.

Yes, "Mission" should be capitalized when it is referring to a specific mission, such as a corporate mission statement or a strategic mission plan.

The regular paint scheme is available from the beginning of the game for all aircraft. The YK paint scheme only applies to certain low-tier aircraft. You unlock them by shooting down Yuke aircraft that bear that color. The BL color scheme is unlocked for certain aircraft that only Belkans fly, such as the S-32. They are all white. The RZ (Razgriz) paint schemes are unlocked for all aircraft after a certain point in the campaign, I believe it's after Mission 19. Finally the SP colors are unlocked after you shoot down a certain Ace that is named and only appears after clearing certain conditions. Examples include the YA-10B found on Mission 25 "HeartBreakOne" which requires you to destroy all enemies and then return to the starting position (you should be able to see it on the map) (don't worry, the Gracbar won't shoot down HrtBrkOne). Another example is the SU-37 located in one of the final stretches of the tunnel in the 2nd to last mission. For this SP color, you only have one chance to kill SU-37 Yellow to get the well-known Yellow 13 paint scheme from Ace Combat 4 because the tunnel is only one way. I would recommend using Advance Long-Range or Advanced-Midranged AA missiles because there are 3 othe SU-37s there and the Yellow is in the middle of the swarm, so firiing two regular missiles are just going to hit another SU-37. You could use the TLS of the Falken if you mind the velocity of the aircraft, the TLS targeting, the obstacles, the closing gates, and of course the other aircraft. I believe that the Moebius 1 paint scheme can be obtained by beating arcade mode.*****The paint scheme can only be obtained for aircraft which you already have!!!! So if you kill the Yellow, and not have the SU-37, guess what? You have to kill him again! If you need to get more aircraft, I recommend Mission 09 for attackers and Mission 04 for the fighters, both are rather short give alot of experience.*****
