Well, you change them when it needs it.. most decent brakes have a mechinisim on them that will start to gradually squeel when the brakes get low, however some dont have that. So I would suggest that you get someone to take the front tire off and visually check the width of the brake pads.. if they are low then i would advise to change them.. also, it doesnt really matter the brand, but i would recommend a ceramic brake.. low brake dust etc...
If you open the trunk and go under the 3rd stop light, you should be able to pull the lining of the trunk down so you can change it...

The third brake light on a 2007 Toyota Avalon is replaced by first removing the rear, retaining screws. The wiring harness can then be disconnect and the light bulb removed.

On my (2000) Avalon the centre brake light is part of the middle speaker on the rear shelf. The speaker slides straight forward (you have to tug on it to overcome the friction mounts that hold it in place). Then lift it up and you gain access to the brake lightbulb.
it means a brake-lamp bulb has burned out
you have to take the tire off first.. then take the brake/brake caliper completely off so it doesnt obstruct the rotor.. and it should come right off.. if not, get a rubber mallet or some sort of hammer and tap around the outside edge of the rotor until it comes free.. its a very simple process.. change it out, replace the caliper and tire etc.. Also, if your going to change the brake rotors, I highly recommend you change the brakes as well.. Im about to do all of the above with my 05 avalon!
