Well it's really up to the parents. But I suggest parents to not let them wear makeup on a daily basis. It's going to be bad for your children's skin and might even develop wrinkles. I'm a sixth grader and I love makeup to death. So, I only do it for practice but not everyday :)

You could show to her very natural makeup looks and explain to her that makeup just enhances your features. She probably is just worried how you will to appear to others, so let her help you choose some simple makeup, then soon enough she will loosen up a bit.
