Just checking someone out doesn't mean flirting. Flirting is more interactive.

People check each other out when the first initial glimpse of another person attracts them enough to try to get a better look.

If what they see is appealing to them after a long period of looking, then they might move on to the act of flirting. Flirting itself can be a definite sign of attraction, or that they have the hots for that person.

If you see a person checking you out but not going any further than that it could be that they are just too shy to take the next step. If you're interested try giving them signals that it's okay for them to approach you, or you could go up to them.
