Usually it's the account, not the computer.
They will also probably have their Email blocked. They could make a New Account but it would be time costly!
Only supervisors can unblock someone, but users are blocked for a reason and are rarely unblocked. The user themselves can email Wikianswers if they believe they have been unfairly blocked.

Unfortunately - that happens when someone (say from a school) has been mis-using WikiAnswers, and has had to be blocked. Sadly, that affects all the users who log in from the same location. The only solution is to use a computer at home, or a friends house until the block is lifted. IP blocks are usually just a temporary thing, and service is normally restored after a short time.

IP Addresses are frequently blocked due to vandalism. If your IP Address has been blocked, it is only a temporary block. You will be able to contribute from that IP Address again when the block expires. However if you do not want to wait, you can register an account to contribute.
Go on ACCOUNT...... then PRIVACY SETTINGS..... then click on BLOCK LIST and the list of people you blocked will appear then you can choose to UNBLOCK any of the people you have already blocked

There are guidelines which supervisors must follow if they are going to block someone. You will find nearly all users are blocked for a valid reason, and have continued nonsense even after official warnings.
You will get that message if you are sharing an IP address and you violated the WikiAnswers Community Guidelines.
