It may be the pressure releif on the bottom of the compressor. I do not have a turbo either and after I reved it some I got white smoke too. (from the oil in the ac system)
if a diesel blows white smoke, it is a good indication of a blown head gasket you have coolant getting into cylanders being 89 model i figure it doesnt have a turbo if a turbo is installed it can be a bad turbo
have a mechanic check your turbo.most will tell u that a turbo blows black smoke but can aslso blow white smoke when turbo is malfunctioning
Its probably your turbo going out. Whit smoke is usually a good indication for turbo problems.
Replace the valve stems inserts, this should take care of your smoking problems

easy your yurbo oil seals are gone. white smoke is the turbo smoking. take out the turbo and check the blades for worn or movement. if ok buy a turbo rebuild kit from eBay and get a specialist to do it.
it means you are about to put a rod into your oil pan.
Most likely you have a blown head gasket.
blow by through the turbo ,my truck did the same thing had to get the turbo rebuilt
