Break lugs loose with tire iron, jack up that corner by frame/a arm, remove lugs, pull tire. When you reinstall just fully hand thread & lower to allow light tire contact with the ground then torque all the way then drop. This will permit wheel to move slightly inward & fully seat. Good luck.
