If batteries and manifold heater work properly it should start easy enough down to 0 degrees F, colder than that plug it in. It should still start but the oil will be to thick to flow properly, A programable timer that you can plug a cord into will save you allot on the power bill, allow about 3 hrs of time to start up.
If it is not diesel, you probably have a fouled or disconnected plug.
