It is absolutly fine! I have been in a long distance for almost a year and my fiancee actually purposed over the phone but it really didn't mean any less. == == == == It absolutely is. I don't think there's a wrong way to say "I love you" if you mean it.
But you might want to consider something even more romantic, such as leading the way with flowers, a small gift, a beautiful card, or even just a handwritten note sealed with a kiss. It's such a precious moment that it's worth making extra-special with something to see and touch.

My advice is to make this event as personal and intimate as possible. If it's not possible to do it in person, do it over the phone with actual person-to-person real-time communication.

Do it the same way you'd do it if it wasn't a long distance relationship.
Get yourself to the person's place (either unannounced or with a phone call... it doesn't mean very much), say you have a cute surprise and kiss the person gently and look deep into his/her eyes and just say it.
If you can't get yourself there right now, wait until you can. A quick phone call, text message or whatever is not romantic and doesn't count as a real "I love you" in the book of Real Life.

As with any relationship, you don't want to say it just because the person makes you feel good from the beginning, but want to know that even in bad times, you want to be around them and they want to be around you and you want to be there for each other to show comfort.

It can be unhealthy. It all just depends on what degree of love and trust there is.
