2 user accounts can be created from control panel, administrator account and standard user account.
Parental control can be enabled or disabled in the User Accounts. The user accounts are present in the Control Panel of the windows.

Windows 7: click 'Start' > select 'Control Panel' > select 'User Accounts', then activate the administrator account.

Be More Specific Like is it Windows? and is it Windows 7, Windows XP,Windows 2000,Windows 95, ect. if windows go to an Admin account and go to Control Panel, User Accounts, and then you can change it from there
