The Labor government of Bob Hawke was elected in 1983. Bob Hawke was the leader of the Labor party, so he thus became Prime Minister. The Leader of the Labor Party in Parliament is elected by all of the Labor Party MP's and Senators, meeting together as a group. This is called the Caucus. The Prime Minister of Australia is chosen by the Governor-General, who normally appoints the leader of the party that has the support of a majority of MP's in the House of Representatives. When the Labor Party won a majority of seats in the 1983 elections, that meant that Bob Hawke, as leader of the Labor Party, was appointed as Prime Minister. Keating and Hawke agreed that Keating should become Prime Minister after Hawke stepped down. Hawke agreed to step down as leader after the 1990 elections. This was the so-called "Kirribilli agreement", made at Kirribilli House in Sydney. In 1991, Bob Hawke announced that he would not fulfill his agreement and intended to remain as Leader of the Labor Party and not step down in favour of Keating. Keating then launched a challenge to his position as Leader of the Labor Party. The Labor Caucus held a vote. Keating lost the first vote, but the second time around succeded in winning the support of a majority in the Caucus. Because Keating was now the leader of the Labor Party, and the Labor Party had a majority in Parliament, this meant that Keating was automatically appointed Prime Minister.
