General Henry W. Halleck gave Charles G, Halpine a challenging job early in the US Civil War. His orders were to quell the widespread opposition among white soldiers had within the use of Blacks in their ranks. He was to overcome this problem and to make sure that he himself was not a prejudiced man. Halpine was up to this daunting assignment and was successful in helping whites to accept the new Black recruits.
