There is no true meaning to the blue on the American flag. Betsy Ross added the blue to make the stars brighter. The original flag was read and had red stars.

In 1824 there were 24 stars on the flag of the United States of America. The 22nd star was added in 1822 when Missouri joined the union. In 1836 when Arkansas joined the union we added another star for a total of 25.

Yes, Illinois has a flag. In fact, every state in the union has a flag. In 1915 the Daughters of the American Revolution were instrumental in organizing a competition for the design of the state flag. Some of their members designed the winning flag bearing the state seal. The seal consists of an eagle standing on a rock with a red ribbon bearing the state motto in its mouth. A shield bearing the Stars and Stripes leans on the rock and a laurel wreath.
