I found it in many stores close to the Jogyesa temple in Seoul. There is even a lotus lantern making kit for 2,000 won. It contains paper cups for frame of the lantern, different colors of petals, glue, wire for hanging and instructions (in Korean) but the pictures are quite self explanatory. They also carry different color petals, frames for the lanterns and the glue for making bigger lanterns.
