Davros' first appearance was in the Genesis of the Daleks, where The Doctor (not Dr. Who as neophytes mistakenly refer to him as) was sent by The Time Lords to stop the Dalek's creation. Davros is never officially identified as a Kaled himself, but it is implied as the planet had no other extra terrestrials. However, Davros' twisted appearance raises an interesting question as he resembles no other creature on the planet, however I suspect that his outer grotesque-ness was merely meant to imply his deformed soul. But this is far from being certain.
