∙ 13y agoThere are many different versions of MapleStory. I'll assume you're talking about MapleGlobal, which came out May 11th, 2005. It was preceded by KMS, the original Korean version of the game.

No, Maplestory is made by Nexon while La Tale is made by OGPlanet. It is however a "copy" of maplestory. Edit: Actually, Maplestory is currently being published by Nexon. Maplestory was developed by Wizet. Also, La Tale's publisher is OGPlanet and it's developer is Actoz. Have a nice day.
