The South East Atlantic Treaty Organization, known as SEATO, was signed in September 1954 in Manila, Philippines. SEATO is an international organization for collective defense in Southeast Asia created by the Southeast Asia Collective Defense Treaty.
SEATO was actually formed around that time frame, and France was part of SEATO. SEATO was dissolved in about 1977 because France and Pakistan withdrew from SEATO. SEATO was formed to protect the free nations of South East Asia "Treaty Organization" from a communist attack. France had little to nothing to do with why and when SEATO was formed; communism had something to do with it.

South Vietnam, Cambodia, and Laos fell to the Communists some twenty years after SEATO was created, and the organization was dissolved in the 1970's.
