Saskatchewan was founded as a province in 1905.

"Who founded Saskatchewan" is a very loose question as Saskatchewan didn't come into existence until it split from the Northwest Territories on September 1, 1905 officially becoming a province of Canada. In which case, the sitting Prime Minister of Canada (Sir Wilfred Laurier) or the first Premier of Saskatchewan (Sir Walter Scott) could be accredited with "founding" Saskatchewan. However, historically speaking, the first permanent European settlement was a Hudson's Bay Company post located at Cumberland House founded in 1774 by Samuel Hearne.
Samuel de Champlain founded Quebec in 1608, which was roughly 200 years before any Europeans settled in British Columbia or Saskatchewan.
It was the Hudson Bay Company who established it in 1795 and built it at the junction between the North Saskatchewan River and the Sturgeon River. :)
Regina, Saskatchewan, Canada, was founded in 1882 and was named for Queen Victoria. Regina is the Latin word for "queen."
