The Scioto River begins at and ends at
Scioto
The headwaters of the Upper Scioto River are located in the north-central part of Ohio, primarily in Marion County. The river begins near the town of La Rue, where several small streams converge to form the Scioto River. From there, it flows southward through various counties, eventually merging with the lower Scioto River.

Which act described putting the Ohio border at the Scioto River and would have resulted in delaying Ohio's entry into the United States as a state

The Scioto River is located to the south of the Great Lakes Plains. It flows primarily through central and southern Ohio, while the Great Lakes Plains encompass areas surrounding the Great Lakes, primarily in the northern part of the United States and southern Canada. Thus, the Scioto River is positioned southward relative to this geographic region.
The Scioto River flows south through much of the state of Ohio. It begins near the town of New Hampshire, OH and empties into the Ohio River near the city of Portsmouth, OH which is a distance of about 231 miles.
I deleted the previous answer which said "the Ohio River." While the Ohio River serves as a natural border between southern Ohio and northern West Virginia and Kentucky, it does not run through Ohio and is nowhere near Columbus (located in the middle of the state). The Olentangy and Scioto Rivers run through Columbus, Ohio. The Olentangy runs north to south, through the Ohio State University Campus. Just west of the Olentangy, the Scioto runs nortwest to south through downtown Columbus.
