Skynet was originally created by Miles Bennet Dyson of Cyberdyne Systems. Following the destruction of the company files by Sarah and John Connor, the remaining programme was bought by the US government and installed in a company known as Cyber Research Systems. Skynet became self aware sometime around July 2003, a shortly after launched a devastating nuclear attack on the rest of the world after it hacked into the world's computer systems. Skynet's base programming (Cyberdyne) was actually designed using the arm and a broken chip of a T-800 sent back in time to kill Sarah Connor. So, in essence, Skynet created itself.
