TV always came with sound. There was never a "silent" TV. In fact by 1928 movies had sound.
First silent movies had no sound, but tv had always sound from the start.
"Gertie the Dinosaur" was one of the earliest animated short films; it predated television and movies with sound. It was created by Winsor McCay in 1914.

Connect the TV to a stereo unit and listen to the sound through the stereo.
Connect your PS3 to your TV then connect you surround sound to your TV.
If your sound is out it could be with your connection to the TV or your TV settings.

The broadcast of sound preceded the broadcast of television, therefore the first public television broadcast came with sound (not like the first films which were indeed silent).
When television became first available in the 1930's it was broadcast with sound. One of the first broadcasts was from the 1936 Olympic Games in Berlin.
